Summary

SUMMARY

The GIS Analyst IV is designated as key personnel under Category Three: Experienced GIS Support. This role functions as a project manager for the team, acting as an intermediate between contractor management and the federal COR. Key responsibilities include utilizing cartographic/spatial functions for map and application development, creating geospatial dashboards, developing scripts for workflows, assisting with parcel fabric processes, managing metadata, and overseeing internal/external portals and the Open Data Page.

 

COMPENSATION & BENEFITS
Salary Range: $90,000 - $105,000

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES 

The GIS Analyst IV is tasked with both technical execution and project management oversight:

  • Project Management: This individual shall serve as the project manager for the team by acting as the intermediate between contractor management and the federal COR (Contracting Officer's Representative).
  • Application Development: Develop geospatial dashboards/applications to support leadership and OTS Division Chief missions.
  • Web Portal Management: Help manage the Internal and External Portal as well as the Open Data Page, ensuring correct procedures are followed when placing applications on both portals, and ensuring the Open Data Page is user-friendly and well organized.
  • Workflow Development: Develop scripts as needed to support geospatial workflows and applications.
  • Parcel Fabric: Help develop and assist with the parcel fabric process/workflow.
  • Cartography and Data Standards: Use various cartographic/spatial functions when appropriate to make maps and applications fit stakeholders' needs.
  • Metadata: Ensure all new digital spatial data has appropriate FGDC-compliant metadata produced for each dataset and conforms to BIA data standards for integration with existing datasets.
  • Documentation: Establish templates for mapping products/applications when appropriate to ensure the best data consistency possible. This role must also document all procedures that do not already have SOPs (Standard Operating Procedures) for data consistency and knowledge transfer.

SKILLS AND QUALIFICATIONS

The required capabilities include:

  • Extensive experience and knowledge working on similar projects.
  • Proficiency in utilizing various technologies including SmartsheetGOV and the ESRI Suite of GIS software.
  • Experience in tasks such as dashboard/application development, data analysis, enterprise information workflows, and business analytics.
  • Experience in requirements gathering and customer journey mapping is also part of the general project tasks.
  • Specific technical knowledge related to this contract includes ESRI Dashboard and Portal development, SQL Server/Microsoft Access/Oracle database support, and programming/model building (including Python, .NET, Java, JavaScript, etc.).
  • Skilled in documenting procedures (SOPs) for data consistency and knowledge transfer.

EDUCATION & EXPERIENCE

  • Bachelor’s degree in geography, remote sensing, geospatial technology, or natural science.
  • A minimum of 7 years of relevant geospatial experience, with 5 years of experience leading a team, group, or department.
  • Specialized Experience: 7 years of experience using ArcGIS and or related tools for data analysis, cartography, and modeling; and using ERDAS Imagine or comparable application for raster analysis and processing.
  • Relevant experience with Python, AML, VBA, or other scripting/geospatial application development tools;
  • Experience using file and enterprise geodatabase systems
  • Lead the team in formulating/defining the scope, requirements, and objectives for analysis of GIS data, development of cartographic products, and automation of Geospatial tasks using industry standard tools such as ESRI ArcGlS, ERDAS, etc…
  •  Must be proficient with ArcGIS applications and geospatial theory such as coordinate systems, projections, and modeling.
  • Must also be proficient with Leica Geosystems (ERDAS) Imagine or other raster based software application and raster data processing.

SUPERVISORY RESPONSIBILITY

This position has no supervisory responsibilities.

 

WORK ENVIRONMENT

Work is performed in a professional office setting or remote telework environment. Must be able to operate standard office equipment, including computers, printers, and communication systems.

 

PHYSICAL DEMANDS

  • Frequently required to sit, talk, and use hands to operate equipment.
  • Occasionally required to lift objects up to 25 pounds.
  • Requires close vision, distance vision, and the ability to focus for extended periods.

ROLE/LOCATION SPECIFIC ESSENTIAL FUNCTIONS

This role serves as the lead GIS resource on the team, coordinating between contractor management and federal staff. Key duties include managing geospatial projects, developing advanced maps and applications, creating scripts to streamline workflows, and overseeing portal content and data standards. The position allows for a mix of on-site work in Lakewood, CO and remote support, as approved.

 

POSITION TYPE/EXPECTED HOURS OF WORK

Full-time, Monday through Friday, 8:00 a.m. – 5:00 p.m.

Occasional evening or weekend work may be required depending on mission-critical deadlines.

 

TRAVEL REQUIREMENTS

 Local and occasional out-of-area/overnight travel may be required to support program operations and stakeholder meetings.

CLEARANCE/LICENSE REQUIREMENTS

  • Must be able to obtain and maintain a federal government background check and clearance.
  • Required to complete FISSA (Federal Information Systems Security Awareness) training and annual recertification.
