SUMMARY

 

​​​​​​The Financial Analyst II is responsible for conducting comprehensive financial analysis of grant expenditures, budgets, and financial reports. This role supports the Senior Grant Manager by ensuring compliance with financial regulations and the effective use of grant funds. The Financial Analyst II provides critical financial insights, forecasts, and recommendations that enhance decision-making and improve the overall efficiency and profitability of grant programs. In the absence of a Data Analyst, this position may also support broader data analysis activities to meet project and organizational needs.​

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

 

  • Financial Analysis and Reconciliation: Perform detailed analysis and reconciliation of grant expenditures to ensure accuracy and compliance with federal regulations and grant terms. Analyze rates of return, depreciation, working capital, and other financial metrics to provide comprehensive financial insights.
  • ​Budget Review and Management: Review recipient financial reports for accuracy, compliance, and alignment with budgetary constraints. Assist in the development and management of project budgets and financial plans to meet contractual and program requirements.
  • ​Financial Reporting and Documentation: Prepare financial documentation, including profit and loss statements, income statements, and detailed financial reports for management review. Assemble spreadsheets, charts, and graphs to illustrate technical financial data and trends.
  • Audit Support and Compliance Monitoring: Support enhanced financial reviews and audits by providing accurate financial data and analysis. Coordinate with internal and external auditors to ensure compliance with financial regulations and grant conditions.
  • ​Guidance and Technical Assistance: Provide financial guidance and technical assistance to grant recipients to enhance their understanding of financial compliance and effective grant fund management. Develop and implement fiscal operating policies and procedures to improve financial performance.
  • ​Forecasting and Strategic Planning: Analyze financial information to produce forecasts of economic conditions and business performance. Develop key performance indicators (KPIs) to monitor financial and operational performance, supporting strategic initiatives and decision-making.
  • ​Business Development Support: Analyze financial aspects of business development opportunities and monitor the financial performance of different business units. Provide recommendations for improving financial outcomes and achieving strategic objectives.
  • ​Policy Research and Compliance: Research new financial policies and regulations to assess their impact on the organization’s financial health. Develop strategies to address potential changes in financial regulations and ensure ongoing compliance.​

SKILLS AND QUALIFICATIONS

 

  • Strong expertise in financial analysis, budgeting, and financial reporting.
  • ​Proficiency in using financial analysis software, spreadsheet tools, and database management systems.
  • ​Excellent analytical and problem-solving skills, with the ability to interpret complex financial data.
  • ​Strong communication and presentation skills for conveying financial insights to non-financial stakeholders.
  • ​Knowledge of federal financial regulations, grant management requirements, and compliance standards.
  • ​Ability to work independently and manage multiple financial projects simultaneously.​

 

EDUCATION & EXPERIENCE

 

  • ​​​​​​Bachelor’s degree with 8-10 years of experience, or a Master’s degree with 6-8 years of experience in finance, accounting, business administration, or a related field.
  • ​Experience in financial analysis within the context of federal grants management is preferred.​

 

SUPERVISORY RESPONSIBILITY

 

​​​​​​No direct supervisory responsibilities. However, the Financial Analyst II may provide financial guidance and support to other team members or junior analysts involved in grant and financial management.​

 

WORK ENVIRONMENT

 

​​​​​​The work environment is primarily office-based, involving collaboration with team members and interaction with stakeholders, with occasional offsite meetings and travel as required.​
